Is ZYN FDA approved? What the FDA actually authorized

The short answer

• The FDA doesn’t “approve” nicotine pouches. It issues marketing authorizations.
• On January 16, 2025, the FDA authorized 20 ZYN products: 10 flavors (Chill, Cinnamon, Citrus, Coffee, Cool Mint, Menthol, Peppermint, Smooth, Spearmint, Wintergreen), each in 3 mg and 6 mg.
• The FDA’s list, current as of August 21, 2026, also includes 11 ZYN ULTRA products (9 mg, plus Smooth in 11 mg).
• Other ZYN strengths and flavors that stores sell aren’t on the FDA list. Examples include 1.5 mg and 8 mg versions and other flavors.

What “modified risk” means for ZYN

On June 30, 2026, the FDA issued modified risk granted orders for the 20 original ZYN products. The manufacturer may now market them with a specific claim, which FDA reviewed, comparing ZYN with cigarettes. The FDA says the orders apply only to those specific products. They expire in five years and can be withdrawn, for example if youth use rises significantly.

The FDA also says there is no safe tobacco product. It says people who don’t use tobacco shouldn’t start, and that quitting all tobacco is best for people who smoke.

How to check any pouch

1. Open the FDA’s authorized nicotine pouch list.
2. Match the brand, flavor and exact nicotine strength.
3. If it isn’t listed, it doesn’t have FDA marketing authorization.
